Are all natural cosmetics eligible for USDA Organic certification?

No. Natural and organic are not interchangeable claims. Eligibility depends on agricultural ingredients, organic percentage, permitted nonorganic substances, processing and other certification requirements.

Can cosmetics and personal-care products be USDA Organic certified?
